Upon taking office in January 2009, President Obama, by Executive Order, temporarily halted the use of military commissions, which was reinstated with the passing of the Military Commissions Act of 2009. Attorney General Eric Holder initially wanted to try the 9-11 Mastermind, Khalid Sheikh Mohammed, in a Federal civilian court in New York City. In April 2011, President Obama, who originally opposed the use of Military Commissions, ordered that Mohammed be tried by Military Commission at Guantanamo Bay. Attorney General Holder blamed Congress for the decision. Why do you think Congress wanted Mohammed tried by Military Commission?
