1. What do you think of Rohr’s argument that the Constitution should serve as the ethical basis for bureaucrats? Does Rohr’s suggestion “solve” the problem of bureaucratic discretion in a democracy?
2. What do you think are some key examples of American “regime values?” Should these values guide bureaucrats’ behavior, or should other values (such as “efficiency”)? Discuss.

4. Adams and Balfour describe two different versions of/scenarios for public ethics (PDF pp. 6-10): a “liberalism of fear” and “deliberative democracy.” Which paradigm do you find more feasible and why?
