You are the incident commander investigating an explosion that has occurred in a suburban mall complex. There are approximately 50–60 dead and over 100 injured. During a renovation project where a fountain was being installed, a welder broke through the old basement seal with a burning welding torch in his hand, resulting in the explosion.

A Federal Bureau of Investigation (FBI) detail arrives and relates that they are interested in helping but do not want to assume command. You welcome the assistance and find that none of the FBI personnel have victim-handling skills for mass disasters. You will have to develop a formal protocol to train the FBI personnel.

First, it is important to understand that the category of victim and the type of incident will indicate the methods used in handling the victims.

Example: During a bank robbery with a large number of hostages, a negotiator gets the robbers to free the hostages, who come running unharmed out of the bank. Police immediately make the hostages kneel with their hands up. They systematically search and handcuff each one of the hostages. While this behavior seems insensitive, it is done in each case because robbers could realize their predicament and attempt to escape pretending to be one of the hostages. All of the victims/hostages would have to be positively identified as not being a robber prior to release.

Your presentation to the FBI will include the following:

The Occupational Safety and Health Administration (OSHA) currently has a permissible exposure limit (PEL) for noise of 90 dBA at an 8-hour time-weighted average (TWA) exposure with an action level of 50% of that exposure. OSHA uses a 5 dB exchange rate (doubling rate); this means that if the exposure increases from 90 dBA to 95 dBA, the allowed exposure time decreases to one-half—from 8 hours to 4 hours.

The National Institute for Occupational Safety and Health (NIOSH) and the American Conference of Governmental Industrial Hygienists (ACGIH) recommend using an exposure limit of 85 dBA instead of 90 dBA and also recommend using a 3 dB exchange rate. These levels are much more protective than the levels currently used by OSHA.

Discuss the merits of each of the two methods. Provide your opinion as to which of the approaches you believe should be used. Support your answer with at least one professional/scholarly reference.

Population

“Individuals acting as Allies for Social Justice work with those from the oppressed group in collaboration and partnership to end the system of oppression” (Edwards, 2006, p. 51). This does not mean that the ally works against the dominant group, but instead works toward incorporating them in the social changes as well. Its involves looking at the grand scale and making changes that will encompass all. A population that I have worked with and been an ally for is Veterans who have been diagnosed with Post Traumatic Stress Disorder, and their families. There are numerous social, emotion and physical challenges and stigmas that this particular population faces on a daily basis.

I have chosen the two quotes above because to me they embody the social worker that I am hoping to be. In order for any change to happen, there first needs to be someone that cares enough to start the process of change, whether that be policy advocating on a grand scale or caring enough to acknowledge someone that feels invisible. I chose the second because especially working with clients who are extremely guarded, when they trust you enough to hear their story, it changes everything. Knowing the someone’s story is knowing who they are, where they have been and sometimes even provides insight into their actions which can change and form new perceptions.

Obstacles & Solutions

Working with any populations has its own set of challenges for a social worker to overcome, on all levels. There are always challenges associated with trust when working with a population that is not part of the dominant subset. This can lead to the client being guarded and closed off, making the engagement process difficult. A possible solution to overcome this would include being open minded, empathic, credible and persistent when working with a particular population. Another solution it to hold others and yourself accountable to the standards that are being strived towards. As explained by Edwards (2006) “as a means of monitoring their own unacknowledged oppressive socialization, these allies seek to develop systems and structures to hold themselves accountable and be held accountable by members of oppressed groups, without placing the burden for accountability on the oppressed” (p. 51).
