INFORMATION ON THE COURSE PROJECT

Overview: As an emergency manager, one of your major duties will be to research and apply for grant monies in order to fund various tasks and initiatives to protect your community. We will be going through the steps that you might be going through in order to get a grant. This course project acts as a final examination as well as a learning experience. It is an opportunity for you to actually perform a (much) reduced series of tasks that are often part of the duties of an emergency manager, that is, risk and threat assessments and preparation of grant documents. They go hand and hand. Your project is broken into five parts. These are based around the application for a grant for improving your EOC from FEMA (love those alphabets). I am your FEMA contact on this (and I only have grades to give out, no money) so if you have questions you should contact me by course Message. I will comment and review (grade) your submissions.

Review the “Course Project EOC Grant Outline” in the EDMG 498 Materials and Documents folder in your Resources course tool.

I would like you to submit your various Assignments, and your Course Project Final Submission, as APA Style-compliant papers.

In that regard, ensure you have a properly-formatted title page with “Running head”, pagination , and Paper title, Author’s name (you), and Institutional Affiliation (the school and the course number).

You do not need to include an Abstract.

For the body of each of your papers, please use the outline contained in the Course Project EOC Grant Outline mentioned above. You can disregard the letterhead and the items down through “Course Section”, since your title page should have captured the essence of those items. Use the captions contained in the outline (e.g., “Community Description”, Name of Locality”, etc., but present them in proper APA Style. I would prefer you omit re-typing out the descriptive instructions of each caption (e.g., “The community’s name (a community can be a political subdivision, a military base, or even a local event)”, but you may include them if you wish.

Cite all sources properly, in accordance with (IAW) APA Style (even though that may not be the way you would cite or footnote in a federal grant application). Format in-text citations properly; include page numbers for direct quotes).

Include a References section, started on a separate page at the end of your paper, containing properly formatted sources.     Part C Requirement

    When applying for most Federal and State programs and grants you are required to submit a great deal of detailed information on your community. Much of this is developed from the community’s threat assessment and identification of critical infrastructures and key resources. This assignment will continue the research necessary for your final assignment. For this part you are to develop the following information for your community:

  • What are the threat groups or threats that you see as problems for your community (assume all-hazards)?
  • What are the groups or populations that these threats might target or harm? (Again, remember all-hazards.)
  • Submit this at the Course Project Part C Assignment.

    Part D Requirement

    When applying for most Federal and State programs and grants you are required to submit a great deal of detailed information on your community. Much of this is developed from the community’s threat assessment and identification of critical infrastructures and key resources. This assignment will continue the research necessary for your final assignment. For this part you are to develop the following information for your community:

  • Review the Key Resources and Critical Infrastructure and choose five. Submit these to the instructor as part of this assignment with the reason for the choice.
  • Based on the material developed in A, B, and C you will use these structures to complete the Course Project Final Submission in Week 8 (See instructions below).
  • Post the chosen five Key Resources and Critical Infrastructures with the reason for the choice.

    Course Project Final Submission

    You are writing a grant proposal for the FEMA FY 2009 Emergency Operations Center Grant Program as found at http://www.floridadisaster.org/Response/engineers/…. Information on the grant is also found in the course documents. You have been tasked with submitting this with no assigned assistance. The information gained from parts A – D will assist your work. You think that eight weeks is not enough time for something like this but often federal grants open and close in an even shorter period of time.     4. The city council’s new policy is unfair. It says that all nonhomeowners within District 4 are exempt from the tax initiative to help fund the new recycling center. But even renters will use the new center, so they should be taxed as well.
    5. Social cohesion is the foundation of all morality, since social cohesion is the primary good, so any act that undermines social cohesion is wrong. Lying is morally wrong. There are rare exceptions to this, but in the vast majority of cases it is morally wrong because even when lying promotes some good or makes interpersonal relationships go more smoothly, telling a lie shakes one’s personal integrity.

      occurs, and crime is something that is a part of our everyday lives. To
      understand how much crime there is, as to understand why crime occurs, you need
      to do something about it. The first step is to measure it. The first step we
      have is to measure it. How many people are affected by crime? How many victims
      do we have? What causes crime to occur? Are there hotspots in the area
      throughout the country that are worse than others? What causes individuals to
      go out and commit these crimes and how much crime is really there? We hear
      often about how crime is on the decline, crime is on the increase; why is that
      and do we know what that all means? Well in order to understand it, we have to
      have something that measures crime and tells us ‘this is where crime occurs,
      this is what happens when crime occurs and these, this is how victims we have
      involved in crime.’

    Utilize FBI Uniform Crime Report data and select one offense, such as burglary, in two metropolitan areas.

    Choose metropolitan areas with different data.

    Write a 700- to 1,050-word paper comparing the occurrence of the offense in the selected areas. Identify the number of occurrences reported to the police for each area, and address the following questions:

    • Which area had more reported incidents?
    • What were the rates of the crime for each area?
    • Did the rates change over time in either area?
