Library to locate and review a scholarly article found in a peer-reviewed
journal related to HR selection methods, analyzing work, designing jobs, or HR
planning. In peer-reviewed journals, the articles were reviewed by other
professionals in the field to ensure the accuracy and quality of the articles,
which is ideal when writing an article critique.

Once you have selected your article, follow the below
criteria:

• There is a minimum requirement of 500 words for the article critique.
• Write a summary of the article. This should be one to three paragraphs in length, depending on the length of the article. Include the purpose for the article, how research was conducted, the results, and other pertinent information from the article.
• Identify the selection criteria and methods and how they relate to hiring at the organization in the article.
• Discuss the meaning or implication of the results of the study that the article covers. This should be one to two paragraphs. This is where you offer your opinion on the article. Discuss any flaws with the article, how you think it could have been better, and what you think it all means.
• Write
  one paragraph discussing how the author could expand on the results, what the
  information means in the big picture, what future research should focus on, or
  how future research could move the topic forward. Discuss how knowledge in the
  area could be expanded.

Any sources used, including the textbook and the article,
must be referenced; paraphrased and quoted material must have accompanying
citations in APA format.

1,250-word (not including references as word count) count minimum with three scholarly sources in APA format. Q1 and Q3 are straightforward and both can be answered fully using material in the Read and Attend sections.

In Q2, it isn’t necessary to focus on Warren Buffet specifically. Instead, look at whether leaders should trust people based on their character or whether leaders should focus more on codes and compliance to maintain an ethical organization. In other words, the question is asking if ethical behavior is primarily due to internal, individual factors, or if ethical behavior is influenced more by external factors.

Q4 is asking something very similar to Q2. Generally, the two questions should reach similar conclusions. If they don’t, some additional explanation may be needed. Details about that are in Q4.

Q2 and Q4 will both be stronger with the use of outside sources.

Remember that a total of three sources, including the book, are required for the Complete assignment.

1. Review the habits of strong ethical leaders in Chapter Five. Evaluate yourself on each of those habits, then identify and describe specific areas where you need to change to be a more ethical leader.

2. Read the Chapter Five debate issue on page 138. Clearly state whether you think

1) Warren Buffett is correct in trusting his managers based on their character, or

2) Buffett needs to focus more on ethical codes and compliance.

Explain your answer.

3. “Individuals use different moral philosophies depending on whether they are making a personal decision or a work-related decision” (Ferrell, Fraedrich & Ferrell, 2013, p. 166). Review the moral philosophies described in Chapter Six, and answer the following:

1) Which moral philosophy best describes your personal decision making? Explain using an example from your own experience.

2) Which moral philosophy best describes your work-related decision making? Explain using an example from your own experience.

4. After reviewing the material on white collar crime (pp. 169-172), read the Chapter Six debate issue on page 171. Clearly state whether you think

1) White collar criminals have underlying psychological disorders that encourage misconduct, or

2) White collar crime is the result of weak organizational cultures and codes.

Explain your answer. Note: the question is not suggesting that an underlying psychological disorder is a legal defense for white collar crime.

The second question (Warren Buffett) also looks at whether ethical behaviors come from inside the individual or whether ethical behavior are influenced by organizational codes, culture and compliance.

3) Have you taken similar positions in both Q2 and Q4? If not, explain.

You are the CEO of a 200-bed acute care facility and are challenged with the mandates of the Patient Protection and Affordable Care Act (PPACA) 2010. More specifically, you must lead your institution in changing reimbursement processes from fee-for-services to bundled payments.

• In a PowerPoint presentation of 10–15 slides, identify and discuss the best and the least-effective leadership approaches to implement a process change within your finance department.

Scenario: Dynamic Health System is a 3-hospital, 500-bed system in the Midwest United States. This system employs 100 physicians, both primary care and specialists, in 12 physician practices. Dynamic also runs a center of excellence in orthopedic care for the large geriatric population in the area, including an outpatient rehabilitation facility that is currently profitable. Dynamic offers a full spectrum of medical and surgical services to their population with an emphasis on programs of excellence in orthopedic surgery, diabetes, and women’s care.

Dynamic’s typical patient mix is over 45% Medicare with another 35% private pay patients covered by three large insurance companies. Their Medicaid population is approximately 12%, with the reminder of patients self-pay.

Due to market forces, the three private payers have begun to implement a program of bundled payments for their members in the following areas: hip replacements, knee replacements, and lower back surgeries. In these models, Dynamic hospitals and employed physicians will be paid a fixed amount for an entire episode of care from pre- surgery evaluation, through surgery and post-surgery, physical therapy, and rehabilitation. Medicare is likewise proposing a pilot study for a population of hip replacement beneficiaries to assess the outcomes of care as opposed to procedure costs as a result of Dynamic’s petition to receive increased payments for beneficiaries due to age demographics and for being the only orthopedic geriatric center in 200 miles.

As a result of these factors and the aging HIT infrastructure, the Chief Medical Officer (CMO), Chief Executive Officer (CEO), and Chief Information Officer (CIO) of Dynamic are proposing the purchase of a monolithic Electronic Health Record (EMR) solution that will provide complete online documentation, orders, pharmacy, labs, and patient portal for all hospitals and employed physician offices. Because the (1) physician offices are currently using Epic Corporation’s back office billing system with an outstanding record of accurate coding and short “days in Accounts Receivable” and (2) Epic’s EMR has a high ranking in industry HIT assessments, the executive team is proposing the purchase of Epic’s clinical EMR (documentation, ancillaries, orders, and patient portal).

The CFO is supportive but skeptical, as the Epic bid is approximately $1.5 M to implement the clinical software with a continued $300K per year in software maintenance and support. Current clinical technologies information systems are fragmented, disjointed, and don’t meet HITECH Meaningful Use requirements, and it will cost Dynamic about $200K per year to maintain the software and servers needed to run the system.

The local competitive landscape may be changing. Dynamic’s CFO is hearing rumors that an established academic system which is centered 300 miles away is possibly considering buying three local stand-alone surgery centers and hiring orthopedic surgeons. This academic center has published best practices in outcomes for surgery care in a recent CMS Medicare study that implies that they are delivering high quality and cost effective orthopedic care.

To prepare:

• Carefully read the scenario and the Pro Forma Explanation Material in this week’s Learning Resources.
• Develop a return on investment (ROI) strategy for the acquisition of a strategic HIT solution in which you consider 2-3 cost saving and/or revenue generating opportunities that you feel apply to Dynamic’s scenario.

Post:

A strategy for how Dynamic can pay for the newly proposed Epic system. Explain how the organization will save in operational expense in order to handle the extra 100K per year needed to maintain this solution. Provide a recommendation for how the hospital can use HIT solutions to generate new revenue. Also consider that if Dynamic issues a bond to pay for the $1.5 million implementation costs, likely the local rating agencies will want to see a documented 5-10% additional reduction in “hard line” operating expenses to assure Dynamic’s ability to pay off the debt. Given that over 60% of the operating budget is staff and physician salaries, explain what kinds of savings the best in class EHR offer will assure investors.
